DOT-ARMM and Counterparts Attend Workshop on ECORAM & Project Proposal Development
The Mindanao Development Authority in coordination with the Department of Tourism-ARMM conducted a three (3) day Ecotourism Rapid Assessment Model (ECORAM) Training and Project Proposal Development Workshop for ARMM last May 9-11, 2017 in Davao City.
ARMM Tourism Head Bai Ayesha Hajar M. Dilangelen said more than 20 participants composed of the provincial, municipal and city tourism officers; coordinators and staff from Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi Provinces attended the said activity.
In her opening statement, Sec. Dilangalen hoped that the tourism agents of the autonomous region will be will be able to adapt a systematized profiling/assessment of tourism need/s per province/area that will be used in the formulation of project proposals needed for the promotion and development of tourist spots in the region.
This is in line with the National Flagship Program on Tourism Development under President Rodrigo R. Duterte’s Administration focusing mainly on Mindanao Tourism Development through the MinDA and Tourism Department in partnership with the local government units (LGUs).
Presentation of topics by resource speakers from MinDA were thoroughly discussed which include the Mindanao Development Corridors (MinDC) and MinDC-Joint Planning and Programming on Tourism, ECORAM Assessment, Guidelines on Writing Proposals for Tourism Infrastructure and Enterprise Zone Authority (TIEZA), and Project Proposal Development (PPD) & Writeshop.
The activity enabled the participants to apply the ECORAM which featured their respective place’s tourist destination including market, infrastructure and environmental issues; historical background, value adding activities to attract more tourists and other helpful factors. The ECORAM is the first step to identify what ought to be developed and improved on government property tourist areas such as the provision of tourism facilities, infrastructures and similar improvements that will attract and boost tourist arrivals in these areas that will generate jobs, income and revenue.
The ECORAM as basis for project proposal will provide for apt and better drafting of proposals of LGUs based on TIEZA Guidelines. These will be submitted to the DOT and if found to meet the requirements will be endorsed to TIEZA for possible approval and funding.
After each province’s presentation were critiquing of panellists from MinDA including their comments and suggestions and that of Sec. Dilangalen for inclusion on their proposals/tourist spot/s development.
The MinDA is optimistic that all proposals will be approved and are happy to know that if that happens, they can say “MinDA is part of its success”.
The participants are expected to submit their respective Project Proposals (PP) with updated ECORAM on or before June 30, 2017 to be reviewed (PP) by DOT-ARMM and MinDA on the 1st week of July, 2017. A joint inspection of site will be conducted by 3rd week of July, 2017.
